For eight months, Tinisha Hall has fought for answers about her son’s fate.

She’s lobbied police and politicians for support in expanded searches for the missing man, posted fliers and talked with residents in the Salem County community where her son was last seen.

But Kevin Collins Jr., 21, is still missing.

A new fundraiser is drawing donations to expand his mother’s work and offer a reward for information about his disappearance.

Collins left Inspira Medical Center in Mannington wearing only a hospital gown around 4 p.m. on Feb. 27, police told Hall.

His hospital gown was found near railroad tracks behind the Mannington Mills flooring plant, located a short distance from the hospital, Hall was told by police.

The last known photo of Collins was captured by a hunter’s trail camera near the hospital about an hour after he disappeared. The mysterious image shows Collins without any clothes and with his arms raised above his head.

Searches by ground and air turned up no clues. Hall previously expressed frustration over the lack of progress in the case and said she feared New Jersey State Police were giving up on her son.

“The handling of Kevin’s case has been inconsistent to the point of negligence, marked by shifting explanations, delayed action and a complete lack of transparency,” she said earlier this week. “It’s heartbreaking that we’ve had to fight so hard, and for so long, just to bring Kevin home.”

Hall sent letters to state legislators, local leaders and the state attorney general seeking support for continued searches. She wants an investigation into how the case was handled.

She also launched a Change.org petition demanding a renewed investigation.

“The investigation remains ongoing and there is no additional information available at this time,” a New Jersey State Police spokesman said this week.

State Police denied an Open Public Records Act request filed by NJ Advance Media seeking police body camera footage and other records related to the case. “Release of records at this time could reasonably be expected to cause articulable harm to the Division’s ongoing investigation,” the denial said.

Hall said she is also trying to obtain records related to her son’s case. She was named her son’s legal guardian in August and is trying to obtain hospital surveillance videos and her son’s medical records, she said.

Collins was taken by ambulance to Inspira Medical Center on Feb. 27 after calling police for assistance as he drove in nearby Alloway, his mother said.

Her son pulled over while experiencing mental distress, Hall said. He was evaluated at the scene and taken to the hospital.

Hospital officials have declined to comment on the case, citing patient confidentiality. They said they are cooperating with police.

Details about how Collins was able to leave the hospital have not been disclosed, Hall said.

He left behind his clothing, shoes, car keys and cellphone, which had been taken by hospital personnel, his mother said.

A friend of Hall’s, Michelle Hoffman, launched a GoFundMe drive to support additional search efforts, ongoing legal action and to establish a reward fund.

“Kevin disappeared under heartbreaking and deeply concerning circumstances,” Hoffman wrote. “This GoFundMe was created to give friends, loved ones, and supporters a way to help.”

Hall expressed her appreciation for any help provided.

“This GoFundMe is one meaningful way to make a real difference,” she said. “I’m deeply grateful to everyone who has already contributed. Their support and generosity mean the world to our family and help keep the search for Kevin going.”

Collins’ call to police on Feb. 27 was the second time he encountered troopers that day.

The first came earlier that morning as he was driving in Pilesgrove near the State Police barracks in Salem County.

Collins called 911 to report someone was harassing him, police told Hall. The family believes this may have been a symptom of his mental distress that day.

Troopers stopped Collins for driving erratically and realized he was the same man who called 911 earlier, Hall said.

Police discovered he had an active warrant for not producing his vehicle registration during a previous stop and he was given a new court date.

Police summoned medical responders who evaluated Collins and determined he could be released from the police station, Hall said.

Collins called police again hours later while driving in Alloway and was taken to the hospital.

His mother remains committed to finding answers.

“Every day since he went missing has been a constant fight, and every day he remains missing is a reminder of how much more attention and care is needed for children like him,” Hall said. “Kevin is only 21 — to me, he’s still a child — and he deserves to be found.”

Collins is 5 feet, 5 inches tall and weighs 115 pounds.
