Warrants show Jacqueline Torres-Garcia was killed in the home on Wellington Drive that Garcia rented from June 2024 to March 2025.

Farmington Police records the I-Team requested, show police visited the Garcia home four times for noise complaints. Farmington police provided bodycam video from one of the encounters.

They only had contact with the family in December 2024. Their first visit, was only nine days after Karla Garcia told her sister that Jacqueline Torres-Garcia had died, according to an interview Jackelyn Garcia did with police.

A neighbor also told Farmington Police she called DCF over concerns about Jacqueline’s siblings.

Farmington Police reports show one neighbor “routinely overheard yelling, swearing, and items being thrown in the residence.”

In September 2024, the neighbor called police to report “loud noises and arguing and a female voice threatening to break someone’s neck.”

At that call, police say they were not able to make contact with the family.

In December 2024, that same neighbor says she heard screaming and banging. When interviewed by police after Karla’s recent arrest, she said she had heard a ‘“heavy fall” and Garcia yell something to the effect of “stop” or “don’t.”’

“Yeah we’re going to move to New Britain. We came from New Britain it’s better over there because we don’t have any complaints at all,” said Karla in the video.

Police interviewed Karla at the time, saying she had told them she was in her last trimester and was just frustrated. Their report says, “No signs of fighting or no domestic.”

“One on the way and I have a son. He just turned one,” said Nanita when he spoke with police.

He didn’t make any mention of Karla Garcia’s two other children, including Jacqueline.

They moved out of the residence three months later.

Garcia admitted to police in October; Jacqueline had been missing when she spoke with Farmington police. Garcia did not report Jacqueline to be missing at this time. Garcia later told police while being questioned again, she believed Jacqueline was dead and in the basement at that time.

The last complaint Farmington Police responded to was in February 2025, after the neighbor heard banging and yelling. Police said when they responded, lights were off and there was no answer at the door.

The same neighbor who called police, said she called DCF to report possible abuse of Jacqueline’s younger sister and other children in the home.

The arrest report says “she stated that the younger sister would often take out the garbage and carry large bags of groceries to include several juice/milk gallons, by herself. She stated this child would also go outside and start the family vehicle, when it was cold outside and was not dressed for the weather.”

The warrant goes on to say, “the resident could not say exactly how many children lived in 135, but believed an older boy, that had short curly hair and had a darker complexion, the 10-year-old daughter, and then a two-and three-year-old toddler.”

The warrant says later, the resident called police back and “stated that she saw a news article about Jacqueline’s death that included her picture. She now believed that the child who she thought was a boy was Jacqueline based on her complexion and curly hair.”

During the investigation, we learned that Jacqueline’s aunt Jackelyn had cut her hair short at one point while living in Farmington.

Another neighbor says she worked where Jacqueline’s younger sister attended school in New Britain. She said, “there were several occasions in which she showed up with bruising on her body,” and that DCF had been contacted on several occasions.

“She also stated she believed Karla had fraudulently sent the school a doctor’s note regarding a bruise,” according to the warrant.

DCF says they did not have any reports about the family from November 2022 until January 2025, when they investigated and later closed allegations of abuse and neglect against Jacqueline’s younger sister.

We reached out to New Britain schools to see if they have ever reported concerns about the children to DCF and how many times did so.

In a statement, a spokesperson said, “Due to privacy protections, we are not able to share or confirm any information related to DCF reports at this time. Please know that all of our staff members who are mandated reporters are trained, and we follow established protocols in all situations involving student safety and well-being.”

The warrants say that Jacqueline’s remains was found inside a 40 gallon tote container in New Britain that also had a multi-colored comforter and bed sheets inside.

During the autopsy, a white powdery substance was found on the body. Officials say that it was used to preserve the body and mask the decaying smell.

The warrants also said that Jacqueline only weighed about 26 to 27 pounds at the time of her death.
